I get a "This topic is inaccessible or doesn't exist" when I click on the link for rules for posting & User Submissions.

That's strange, they seem to work fine for me. Did you click them before verifying your account maybe?

there are plenty of items to be found from artists, you can check the artist page to see who is an artist
